I was thinking it was a state representative ride. I work just down the block from the capital building and the ones here have low single and double digit numbers, but also their own plate design as well.

In Nawth Cacalacky the low digit plates are always state reps/state senators. And yet people don't run them off the road or otherwise slaughter them...
